Rerun an effect if a certain condition is met

Options for specifying number of rerun attempts for an effect introduced based on the following customer case:
We are consuming a web service operation which returns an access key. This key is sent as input to another web service operation which may respond that the first request is still being processed. That is, we need to call the operation several times until the response indicates success.
Rerun attempts are implemented as a generic feature for all effects, but so far only available when defining a
Consume a Web Service
effect. Based on customer needs, the feature will be introduced for other effects (e.g.
Run a Task
,
Run a Program
).
